declared a policy of providing financial assistance to
school districts to develop and carry out supplemental
elementary and secondary school programs designed to meet
the special education and culturally related academic needs
of Indian children. In 1974 parents of Alaska Native and
American Indian students enrolled in the FNSBSD applied for
and were awarded an Indian Education Title VVVEEE, Part CCCC
(PL 100-297) grant to create the Alaska Native Education
