Staff Openings: Business Development Director

Position Title: Director, Business Development

Summary Description of Responsibilities

The Business Development Director (BDD) directs and supports HQ and field office business development efforts. S/he coordinates AMIDEAST’s new business development activities with AMIDEAST’s regional business development director, field office directors, and functional program unit directors, including Advising and Testing Services, Scholarship and Exchange Programs, English Language Training Programs, and Programs for Americans. S/he reports to the Senior Vice President for Programs.

Duties include:

  • Identify market opportunities for AMIDEAST services in the Middle East and North Africa (MENA) region and track business development opportunities and activities through various stages of development
  • Review relevant solicitations released by U.S. government agencies and other donors; assess for appropriateness to AMIDEAST’s experience, expertise, and ability to win; explore partnership options; and prepare responses
  • Network with and track the activities of existing and potential clients and partners to position AMIDEAST for new business and to develop bidding relationships
  • Develop concept papers and full project proposals building on identified opportunities and donor interest, including the assignment of staff roles and responsibilities; pricing and budget preparation; design of the technical approach; and writing of the proposal
  • Develop, review, and approve contracts, subcontracts, teaming agreements, and independent consultant agreements and scopes of work
  • Assist AMIDEAST field staff in developing proposals and budgets, and circulate them for management and finance review and approval
  • Assist field offices and project staff with the development of contracts and subcontracts for new AMIDEAST projects and programs
  • Monitor the proactive business development activities of AMIDEAST field offices through a quarterly review of each field office’s annual plan
  • Report on business development activities, both informally—via e-mail communication with FO and HQ senior management staff—and formally—via monthly Updates and quarterly reports for the Executive Committee/Board
  • Represent AMIDEAST at conferences, meetings, and events
  • Supervise, assign, and direct the duties of a full-time (senior) program assistant, (senior) program officer, coordinator, and regional business development director to carry out and support the above-listed duties

Specific Responsibilities

Planning:
In close collaboration with country directors, the regional director of business development, unit directors and the Senior Vice President for Programs, the BDD contributes to AMIDEAST’s on-going strategic planning process and annually develops a practical operational plan and implementation schedule for proactive business development, drawing on the Annual Plans of AMIDEAST’s field offices and other needs identified by the field and HQ. The Plan will include measurable objectives, strategies, tactics, and action steps related to a proactive business development program. This plan will be revised and adjusted on a quarterly basis to reflect any strategic changes or resource limitations that may affect the plan’s implementation. In parallel, the BDD will monitor the plans submitted by AMIDEAST’s field offices and review the progress made in their implementation.

Communications, Research, and Assessment of Project Opportunities:
The BDD will initiate, develop, and maintain regular electronic and phone communications with all AMIDEAST country programs and the regional business development director for the purpose of identifying and developing new business for the organization. S/he will communicate regularly with unit directors, country directors, and the regional business development director to promote research and investigation leading to the identification of new business opportunities.

New Program Development:
For any new program undertaken by an AMIDEAST field office or program unit, the BDD will be responsible for reviewing the budget and proposal submitted by the country/unit director. The BDD will work with the country/unit director to finalize the budget and work plan and ensure that it meets the standards for HQ’s approval. The BDD will also usher the budget and work plan through the HQ approval process.

RFP Responses:
The BDD will oversee and coordinate the preparation of AMIDEAST’s response to requests for proposals and other solicitations issued by U.S. government agencies and other donors. The BDD will either perform the following tasks or assign them to other staff and supervise their efforts to completion: writing the proposal, liaison work with partners and consultants, recruitment of staff and consultants, gathering and formatting required materials, construction of the project budget, and overseeing production of the proposal.

Development of Concept Papers, Project Proposals, Budgets and Contracts:
On the basis of country program plans as well as the BDD’s work plan and implementation schedule, and in response to client requests, the BDD will either take the lead in or assign and support the development of concept papers, project proposals, project budgets, and contracts in collaboration with respective country/unit directors and program staff.

Supervision and Training:
The BDD will supervise a (senior) program assistant, approximately 75% of whose time will be devoted to supporting the activities of the development department, as well as the following full-time business development staff: (senior) program officer, coordinator, and regional business development director. The BDD will also assist in the training of new staff in business development procedures, including country directors, project managers, and program staff.

Reporting:
The BDD will prepare all required reports for AMIDEAST’s business development activities, including progress reports for quarterly Board of Director’s meetings, monthly internal updates of the status of business development initiatives, summaries of business activity for donors and clients upon request, and any other relevant reports that may be requested or required.

Other Responsibilities:
The BDD will perform other reasonable related duties as necessary/appropriate.

Qualifications

Required:

  • Master’s degree in relevant field and 5-10 years experience focused on business development in the international development arena; or Bachelor’s degree plus 10-15 years relevant experience
  • Familiarity with the donor environment in the MENA region, including USAID, the U.S. State Department, the Middle East Partnership Initiative (MEPI), the World Bank, and other donors; this includes experience responding to solicitations and/or working on projects funded by these donors
  • Demonstrated experience in staff recruiting, contractual and partnership negotiations, and successful proposal development, demonstrated by a successful new business capture rate
  • Experience with and knowledge of the international development community, particularly U.S. firms focused on one or more of the following: democracy & governance, educational development and reform, English language training, academic and career advising & testing, professional skills training and development, and scholarship and exchange programs
  • Study or work experience in the Middle East/North Africa
  • Excellent conceptualization, design, and writing skills
  • Strong communication and organizational skills; attention to detail
  • Proposal development and budgeting experience
  • Ability to work within deadlines and frequently shifting priorities
  • Experience with the Windows environment, specifically Microsoft Word and Excel

Preferred:

  • Work experience in a non-profit organization or for-profit company with international or Middle East portfolio\
  • Functional knowledge or technical expertise in one or more of the following: democracy & governance (D&G), educational development/reform, English language training, academic and career advising & testing, professional skills training, and scholarship & exchange programs
  • Arabic and/or French language skills
