Position Title: Program Officer/Senior Program Officer (depending on background and qualifications) Business Development

Salary: Commensurate with qualifications and experience


Position Description Summary

The Business Development Senior Program Officer (BDSPO) supports HQ and field office business development efforts. S/he assists in the coordination of AMIDEAST’s new business development activities with AMIDEAST’s field office directors and the directors of AMIDEAST’s functional program units, including Advising and Testing Services, Exchange Programs, English Language Training Programs, Institutional Development Projects, and Programs for Americans. S/he reports to the Director of Business Development.

Description of Responsibilities

  • Assist in the identification of new opportunities for AMIDEAST programs and services in the Middle East/North Africa region and communicate information to the appropriate target audience at both HQ and FOs.
  • Review relevant RFPs and other solicitations released by U.S. government agencies and international donors; assess solicitations for appropriateness to AMIDEAST’s experience, expertise, and ability to win; draft and disseminate program summaries and scope of work; assist in exploring partnership options and establishing contacts with potential partners.
  • Contribute to HQ preparation of concept papers and full project proposals building on identified opportunities and donor interest. Develop outlines, checklists, timelines, and compliance documents as needed; disseminate proposal-related materials.
  • Develop and send template packages to subcontractors and ensure timely receipt of documents. Draft letters of commitment and other proposal inputs as needed.
  • Assist in drafting proposal sections focused on staffing, project management, organizational capacity, past performance, and other sections as appropriate.
  • Organize, edit and format proposals for grants, contracts, and cooperative agreements. Ensure full compliance with solicitation requirements.
  • Assist AMIDEAST field staff in developing proposals, provide editing, formatting, and compliance support as needed.
  • Maintain database of consultants and database of new business development opportunities.
  • Represent AMIDEAST at partners’ meetings, donors’ conferences and presentations of relevance to AMIDEAST’s work, and report on these events.
  • Serve as liaison with partners and donors as needed.
  • Review and edit documents prepared by Program Assistant for accuracy and completeness.
  • Supervise proposal production, assembly, and delivery processes.

Qualifications

Required:

  • Bachelor’s degree in relevant field
  • 3-5 years work experience focused on business development and proposal preparation
  • Excellent conceptualization, design, and writing skills
  • Strong communication and organizational skills; attention to detail
  • Ability to work within deadlines and frequently shifting priorities
  • Proficiency in the Microsoft Windows environment, specifically Microsoft Word and Excel

Preferred:

  • Master’s degree in relevant field
  • Experience responding to USAID and Department of State solicitations
  • Study or work experience in the Middle East/North Africa
  • Arabic and/or French language skills

Physical Requirements

This position requires sitting (65%), standing (25%), and walking (15%). Some additional physical requirements are as follows:

  • Ability to lift 20-25 pounds
  • Computer responsibilities involving extensive use of keyboard, mouse and monitor
  • Hours in excess of 40 per week may occasionally be required
  • Use of telephone and other standard office equipment
