Staff Openings: Program Officer, Advising and Testing Services


Position Title:
Program Officer
Reports to: AOJS II Contracts Manager
Start Date: Immediate

Position Summary

USAID has awarded AMIDEAST a five-year contract to implement the Administration of Justice Support II (AOJS II) project in Egypt. The AOJS project is working with the Egyptian Ministry of Justice to improve case processing in Egyptian civil courts. AMIDEAST is the prime contractor on the project supported by three subcontractors, the National Center for State Courts (U.S.), Intercom Enterprises (Egypt) and AMEG (U.S.). At headquarters, the project requires a Program Officer to assist with contract compliance, procurement tracking, financial reporting and other project backstopping needs.

Description of Responsibilities

  • Maintains operational, procurement and record-keeping systems for efficient performance and audit records of all U.S. tasks related to AOJS administration
  • Recruits and places consultants in response to project needs, providing logistical support and follow up
  • Conducts research in response to AOJS Egypt-based staff project requests
  • Tracks on-going purchase orders and prepares payment vouchers
  • Assists the AOJS Contracts Manager with subcontract management
  • Works with the US procurement agent to keep a line of communication open with the overseas information technology staff in order to track the flow of project equipment from design specifications through delivery to the final destination
  • Revises project budgets; monitors budget activity and job costs with follow-up research as needed
  • Assists in the production of written deliverables under this contract and prepares reports for submission to USAID central clearing house
  • Communicates with project participants, USAID/Washington, AMIDEAST field offices and other agencies/institutions on program-related matters, forwarding information and reports as needed
  • Assists in orienting new AOJS expat team members and supports the AOJS team on personnel matters related to expatriate relocation, overseas allowances and other assistance required when backstopping overseas personnel
  • Assumes other special activities and projects from time-to-time;
  • Remains current on changes within the industry through publications and continuing education
  • Projects a qualified appearance and cooperative attitude, maintains high ethical standards of confidentiality in representing AMIDEAST to ensure a professional representation at all times;

Qualifications

Required

  • Bachelor’s degree with 2 years project backstopping experience
  • Familiarity with project administration and regulation s
  • Excellent communications skills
  • Windows software and spreadsheet proficiency
  • Precise attention to detail, organizational skills, and ability to work under pressure
  • Excellent interpersonal and oral and written communications skills

Preferred:

  • Financial or business-related degree
  • Familiarity with the Middle East/North Africa region and international development
  • Experience with USAID programs

Physical Requirements

This position requires sitting (50%), standing (30%), and walking (20%). Some additional physical requirements are as follows:
  • Ability to lift up to 20 lbs.
  • Required to understand, speak and follow English instructions
  • Requires computer responsibility which involves extensive use of keyboard, mouse and monitor
  • May require sporadic copying responsibilities
  • May require hours in excess of 8 per day or 40 per week
